If you've tried the new Safari toolbar and you're not a fan, you don't have to stick with it. Go to Settings > Apps > Safari.
Do you prefer customizing everything? The Vivaldi web browser now allows you to tweak the tab bar - any bar, actually! - to your heart's content.
