Hello Terri. Yes, there are some restaurants nearby! One of them is "Ruth's Chris Steak House". It´s some meters from the fountain in the same building as the Hilton Hotel. But if you're looking for a faster snack, there is the "River City Brewing Company" a few meters from the fountain as well.
If planning a weekend visit, go earlier in the day. You can dine across the way at the Jacksonville Landing and hang out until sunset. It really is beautiful all lit up at night.

A:
Yes there is ample parking and is handicapped accessible. Bathrooms are available. Plus there is a restaurant next to the fountain as well as the Museum of Science and History

When we visited it wasn't working. I'd call jacksonville city parks and rec and find out if it's operational and reserve the time then. Keep in mind, it may be hard to hear the ceremony over the noise of the fountain if it is working. Congrats and good luck.
